09 September 2013XYZ ltd. reimburses the advertisement charges to its parties(the parties advertise on behalf of the co.)
Now my question is whether the company is liable to deduct tax at source u/s 194C.
The party does not deducts TDS.
So are we under a liability to deduct tax at source?

As the parties advertise on behalf of the company, it is in the nature of a contract. So , you are liable to deduct TDS u/s 194c.
