is Indian branch of foreign bank resident in India? if any person paid interest to such branch ..is tds deducted u/s 194a

On FD interest in foreign bank branches in India, same rules for TDS like Indian Banks -- Under 194A

branch is constituted as PE..as per PE definition..they are non resident
