Is it necessary to fill cess detail in Tds return or can we fill whole amount under Tds head only in form 24q?

You can fill whole amount in TDS Head.
GSTR 9 and 9C for FY 23-24 as amended by Notification 12/2024 dated 10th July 2024(with recording)
