Problem is solved.
Today, I have again downloaded a fresh FUV 8.2 and RPU 4.7 and CSI file from Income Tax portal. Now problem is solved.
If anybody is having the same Error T-FV-3175, please download the fresh latest utility and CSI.

Then download latest RPU and csi , hope this error may not come again
It's started working Now. I've filed my 26Q Q1 return today by downloading the fresh TDS RPU and CSI file.
