Yes because once you file quarterly return you get receipt no, using that receipt no you can surely issue TDS Certificate ;)

Yes you can issue the certificate but after filiing the Quaterly Return even on the same day of filling the return , beacuase when u file return you get receipt number which you have to mention in the 16A.
