Can you give me the guideline? Because, the section itself mentions that after depositing the tax deducted, the deductor has to file return of the same. When the company has not deducted tax, why should it file return?

I fully agree with amol ji, There are no specific provision in relation to filling of NIL TDS RETURN. TDS return should be filled only when there is TDS deduction made.

Instad of replying to notices and spending time and money, file nil TDS return which costs only 30 Rs.
If you check any TDS software there are guidelines on how to file NIL return of TDS, so we have that facility.
