Tds Refund for Old Amount doubt

Hello sir The amount of tax have been deducted from employee and it have been in tan Account in assessment year 2016-17 But the amount didn't done tds but amount paid through outstanding demand another time . can we take refund for amount which have been in tan Account in 2023 or it's not possible Now
