Dear Sir,
An individual had not filed Income tax return for AY 2013-2014. Tax credit of Rs.9890/- has been deducted from his salary and he want to get it refunded. Kindly advise.

Prepare & file ITR of corresponding year and file it along with condonation letter for delay, to your ITO
