I am filing the returns for the FY 15-16 & i have unclaimed tds of fy 13-14 & 14-15. So can i claim the tds of previous years?

No, you can not claim for TDS as refund which is not related to relevant year (F.Y. 2015-16, not unclaimed refund), means you can claim refund only related to 15-16 in ITR for F.Y. 15-16 (Ass. Year 2016-17)

for the previous years revised return can be filed claimng the refund of TDS deducted tax

Income tax return under section 139(5) can be revised with in one year from end of the relevant assessment year .
