I have no cap. gain from crypto , I have only purchase crypto and exchange deducted tds 194S, can I file itr 2 without gain from vda and claim refund against tds deduct

YES, YOU CAN CALIM THE TDS EVEN WHEN YOU HAVE NOT SOLD IT.
MOREOVER, IF YOU DO NOT HAVE ANY INCOME DECLARATION FROM CAPITAL GAINS, YOU CAN FILE ITR 1.
