TDS Rate for expenses incurred in March 2020

My client had taken a professional services in March 2020 but till Dec 20 had not pade TDS under sec 194J so if my clients pay in December what rate of TDS will he be deducting TDS at 7.5% (as per the notification in May 2020 ) or 10% apart from intrest payable
