whther tds is required to be deducted under 194 c or 194 j ? if co pay to vendor for designing of picture for publishing in newspaper or on web site or hoarding board .

Ideally it should be 194 J, as its a professional service being provided by him. 194C is applicable only when there is any contract undertaken which isnt in the given case
