TDS DEDUCATED CHA AGENT UNDER 194C OR 194J AND WHY?

it will be deducted u/s 194C and not under 194J because they are not professionals.

Further CHA works as an mediator between seller and buyer as a contractor and not a professional.

Therefore, i think TDS u/s 194C should be deducted
