Tds or service tax

If a Company hire a vehicle(car)  and amt. is paid by a employee (on behaif of co.) of co. then tds or service tax (reverse charge) is applicable or not. Amt. in the Bill is Rs15000 and bill is on the name of employee.

And the other case is , when bill is on the name of company.
