I want to know full information about TDS on withdrawals from bank. rate of tax when it is effective from when it should pay and how total procedure

A new section 194N has been introduced in the finance bill 2019 according to which TDS @ 2% would be deducted if the cash withdrawal exceeds ₹1crores
