please let me know Tds applicability on Vehicle service charges

only on labour portion if it exceeds 30000 at one time and 100000 in whole year

Yes TDS is required under 194C as per limits of a) > 30000 at a time and b) > 1 lakh in aggregate per year.
There are exemptions for individuals making payment ( as per rules)
