I (as state government office)purchased new car of rs. 20 lac for office use in october-2018 so 2% TDS GST(w.e.f 01.10.2018) apply in that case?
plz share any authority/rule/circular/etc. in case of whether TDS on GST apply or not ?

Yes it is applicable in terms of section 51 of CGST Act

Its TCS not TDs
As per Section 206c of income Tax Act TCS is applicable on sale of motor vehicle exceeding 10lac
Note : It will get reflected in your 26AS

As per Notification 50/2018 CT , dt 13/09/2018 & Read with section 51 Any Taxable supply made to Govt Concern value exceeding 2.5 lac Per Contract
The Recepient (Govt concern) Is liable to deduct TDS @ 2%
Note ; TDS deducted will be reflect in supplier's Cash Ledger in GST Portal
