is tds deductible on freight paid to courier & cargo people(both registered & unregistered).what if the courier does not provide PAN

Hi dear,
If PAN is there only TDS 2 % PAN is not there we deduct to 20%
GSTR 9 and 9C for FY 23-24 as amended by Notification 12/2024 dated 10th July 2024(with recording)
