If the Software purchased is permanent software then no TDS will be deducted but if time based softwrae is bought from foreign Vendor then payment will be made net of TDS i.e after deduting TDS.

Whether TDS is to be dedcuted by the Indian Company, who is reseller of the said software ? How to know who is foreign company, since many of the foreign companies are selling software from their Indian subsidiaries, having business place in India. Whether TDS to be deducted on gross bill or net bill ( net of service tax and Vat )?
