Tds on software license purchased

An indian pvt. ltd. company is taking a software license renewal from a us company. Eariler the US co. gave the license free, now this year it is charging USD 500. Now, please tell me that any kind of TDS has to be deducted or not while making the payment.

Please reply, its urgent.....
