First of all its not Debenture which is comes under TDS provision, it is Debenture Interest which is covered by 194A.
Debenture (Bonds) of DDA/Haryana State Electricity are not from the exclusion list of 194A.
Therefore, it will be subject to TDS [if TDS amount exceeds Rs. 5,000/-].
