What are the consequenses of short or excess tds deduction on salary for any a.y . Can we deduct the balance amount on march wahereas salary for the month of march is payble in april month?? What to do with the excess deduction if any ??

Yes, Otherwise also your liability is to pay the same to treasury with interest, if any.
