TDS ON RUPEE PAYMENT TO NON-RESIDENT

it is understood that now NRIs can open rupee account in India.  Firms formed by NRIs , undertake contract jobs in India. For this purpose,  they maintain an administrative office in India.  Invoices are raised in the name of foreign address only.

they want payments in Rupees, 

Whether TDS to be deducted as applicable for residents at 2% (s 194C ) in such cases
