when payment is made exceeding Rs. 10,00,000/- and in case of partnership firm or company that amount is increase to Rs.100 lakhs

I want to add one point in this. Earlier there was a confusion which was solved by the department that, cess @ 3% is applicable on Tax+Surcharge.

ya it is E.Cess is applicable on every Tax+Surcharge(if applicable)
