TDS ON PROFESSIONAL FEES IS COMPULSORY EVEN IF INCOME LOWER THAN EXEMPTION LIMIT ?
AND FORM 15 G/H IS APPLICABLE IN THIS CASE ?

TDS is to be deducted irrespective of the tax status of deductee,
deductee has option to claim back TDS refund by filing ITR for the respective year., if the total income of the deductee is below taxable limit.
