Tds on payments exceeding 75000 ??

my query is :

if  IT company makes payment to firm of rs.119000 in a year for computer expenses (for purchasing blank DVDs, adapters, chargers). thn is tds to be deduted on payment made for these expenses, when whole payment is to be made to single party...
