Which Section (194C or 194J) TDS to be Deducted on Payment to Soil Test (its a process of excavating soil under the earth with help of mehanical equipments & it to be tested in lab)

it should be determined by the dominant nature of the contract... i think its payment related to testing the soil it will governed u/s 194J.. although it includes the work excavating the soil..
