Will TDS be applicable on payment made to an Overseas Freight Forwarders on account of Ocean Freight .. The payment is made to Freight Forwarder in China.. They do not have any Office in India

Sir, it shall depend upon, whether you are paying to an Indian company of that overseas freight forwarder.
In case its to overseas company, than, most probabaly than not, no TDS shall be deductible. But an declaration shall be required from the company that it does not have a permanent establishment in India.
As you facts are bit sketchy its difficult to answer.
