Please confirm TDS rate on material ( Cement and Steel)testing and soil testing charges.
Testing is done by Engineering college and they raise Tax Invoice and charges 18% GST

If there is any contract then go as per 194C .Else proceed as per 194J

Tds @ 10% on testing charges on the taxable value amount before GST
