No TDS deduction is required in this case because the taxable supply value excluding GST is less than 2.5 lakh

But its Exempted if supplied to Govt Under Notification 12/2017 CT (r)
Since you are charging GST @ 18% , so its taxable Services (I do not agree) , the govt concern is liable to Dedect TDS on Taxable Value , on Rs 121000/-

service provider is a private company... NHAI has received man power service, now NHAI has to deduct TDS... then on which amount it should deduct... because some are saying tds won't be deducted on epf/esi part

For NHAI has avail the services for Man Power its Expenses for him in form ESI/EPF (Not Statutory to NHAI) , so NHAI will deduct tds on same .
