tds on land development charges

HI,

1. amount given to individual person for the land development like filing land with sand and other chips are under the perview of TDS under section 194C contract.

2. in the invoice if the contractor given separetly the materials and labour bills, materials purchased by the contractor from other persons, and on what amount the tds to be deducted.

3. please guide me also relating tds on land development charges if any provisions applicable.
