TDS on GST for pur service

The bill raised by contractor for providing manpower of conservancy staff to Govt. department

the bill raised by the contractor ( GST Exempt) under the pure service.
the bill amount more than 10 lac per month. Yearly contact value more than 1.2 cr

it should be deducted TDS on GST from contractor bill.
