TDS on GST

I am working in PSU and TDS on GST is applicable on our entity. If I got bill of September in October whether TDS on Supply under GST is to be deducted in the month of Oct or not ???

tds to be deducted at the time of payment.

TDS is not to be deducted for such transactions. Only for those which were billed on or after 1.10.18, the TDS provisions will apply.
