My query is whether TDS is deductible while making gratuity payments to employees in excess of exemption limit provided u/s 10(10). If yes, who shall deduct TDS, the employer or the gratuity fund?

Yes, TDS shall be deducted from the payments on taxable portion. And it will be deducted by the employer
