Tds on goods

Hi I wanted to know d reason 1. Why Tds is not deduct ed on goods.Any specific section/amendment in IT act. 2. Accounting treatment between Provision of ITax act, Income tax paid, Advance Tax and Self Assessment Tax in books every month in case of company. Thanks
