Elaborate your Real Problem than give right opinion to You Sir Ji
TDS will have to be deducted if it is contract
If freight charges are in nature of reimbursement to the seller then no TDS. In case contractor is hired by you for transportation then yes TDS would be deducted provided contractor did not give a declaration that he owns 10 or less than 10 goods carriage along with PAN.
