whether processing charges paid to foreigner for incorporation & supervision of Bank Account require TDS??

I think it comes u/s 195, pl inform the same in details
one of my client want to make payment to foriegn party for opening & maintaning - new Bank account & for new establishment mainanace.
so wether 195 will apply or not??
