can u tell me about the applicable tds rate in respect of expenses incurred by the co. in or before oct.09 and bill comes in the month of nov.09.

The rate in force at the time of - accounting or bill or payment whichever is earlier. If in your case you have not paid before october 2009 and bill is accounted in oct or november then amended rate of TDS will be applicable
