TDS on commission bill raise or not

hello experts
i deduct tds u/s 194H and issue a check to one person for commision but that person didn't raise any bill for commission so I need to ask for bill in which he charge commision or not because his business is retail automobiles sector but he send one company party to my hotel for conference and stay on which I pay him commision
