TDS should be deducted on labour work done and Sales tax is charged on the material required in servicing (if any)

@ Chetan ,is treatment remains same when material is supplied by customer and not supplied by customer?please do check.

The TDS is to be made on whole amount including material as it is a contract for repairs to vehicle. But practically it is not possible as the dealer may not accept the payments with TDS ,Satish
