Whether TDS is applicable on Fright charges incurred on exporting goods to foreign countries through foreign air travel (eg; Quatar Airways etc)?

U/s 194 C, TDS is deductible on.transport of Goods and passengers other than by railways under Works Contract.
Hence in.my opinion TDS should be Deducted on Freight.
