One comany has entered into an agreement for transport of goods with a freight operator union. Whose PAN should be taken to avoid TDS on this transaction-Union or the transporter? Pls clarify.

The PAN of transporter should be taken

The Union, of course - the contract is with the Union - I assume the payment is also to the Union
