What can employees do when employer not deposited TDS after deducting from salary ?

it is their responsibility to give you the same
Write an application to the jurisdictional TDS Officer about the issue. With all proofs of deductions.
Also, mention TAN of your employer.
He will send a letter demanding the TDS and penalties.
