TDS for job work at abroad

Sir/ Madam.

for eg. We made export . Good sent by sea.

After reaching the destination the material was rusted. Our customer rejects the goods in that condition.

For this, we arrange some  job workers at abroad to bring the material in good  condition.

Now, the Job worker made a Bill for the work done. In this case how we can make payment & deductions and what is the accounting procedures.

Please explain.
