Tds exempted for all transporters?

Hi frnds,

Is TDS on Transporters exempted for all kind of Transport Services?

Or only for goods and carriages?

For colleges, where they use transport for students and staff, is TDS applicable, even if PAN card is provided?

Sec 194C 6 states that tds should not be deducted for a contractor who is engaged in the busines of plying,hiring goods carriage if he provides pan Goods carriage means a vehicle used for goods transport only so logically tds should be deducted in the case mentioned by you i.e
