Excess deducted and paid tds in A.Y.2012-13 (in q4) for one party, whether it is possible to
adjust in A.Y.2013-14 ? please reply at the earliest.

If TDS Return not filed till date then it is possible, otherwise accounting entry can be made in books of account adjusting TDS already paid. No need to do anything with TDS return, Let it be excess.
