Tds deduction requirement

Sir/Madam

A proprietor is in construction sub contract business

he got a work order of 5 crores

All payments are in bank mode only


As all the payments are in bank mode
Tax audit is not applicable below 10 crores

Then is it require to deduct tds to the vendor payments

Please advise
