TDS deduction freight inward

Dear All,

I have a query regarding deduction of TDS of transporters. I recieve small small GRN's of freight inward. sometime the amount is1000. please suggest me whether i should deduct TDS of these small small freight payments or not?

If you can get the PAN of the transporters then there is no need to deduct TDS on freight inwards.
