how to file ITR for AY 2016-17 as TDS deducted and want to claim refund

as per Circular no 9 dated 9/9/2015 issued by CBDT You can make an aplplicaion to your ITo ward officer under sec 119. Draft letter is attached here with. if you find a better drafted letter that also use.

No only application for refund. After geting permission file online stating the requisite permission no.
