What course of action can a deductee take if a TDS deductor does not deposit TDS deducted from deductee and does not issue TDS certificate?

Hi, I am in a similar situation. I have been issued notice to deposit balance tax which is the TDS not deposited by the Deductor.
The deductor has not returned my calls and have intimated through emails too.
I want to know where and how to find the jurisdiction officer of the Deductor? Can these grievances be filed online?
Please guide.
